Helen Barayuga

Former Philippine government executive in the Department of Labor and Employment. Now in Toronto as an IT Business Analyst. Committed since 2001 to bring this LIPI vision to fruition by "HIS Divine appointment and His Divine alignment", copying Pastor Celso's punch line. Praying that my background in project management, business analysis, human resource development, IT, development economics, labour economics, industrial relations, research, statistics, and mathematics will help in my role as the Project Developer.
